Richard Morgan

Richard Morgan is the Green Building and Sustainability Manager for Austin Energy. In this position Richard is responsible for Austin Energy Green Building, Austin’s Energy Code initiatives including Zero Energy Capable Homes, and the Electric Vehicles and Emerging Technologies groups. He has been involved in green building, affordable housing, and energy efficiency for more than twenty years. Prior to joining Austin Energy in 1998, Richard managed affordable housing programs for seven years and was a licensed general contractor in the San Francisco Bay Area. He served as staff lead and Co-chair of the Zero Energy Capable Homes Task Force that developed the most aggressive energy code enhancement initiative in the U.S. and was staff lead of the Energy Conservation Audit and Disclosure Task Force, which developed one of the first and most comprehensive mandatory existing building energy audit initiatives in the country. He was also the Chair of the Energy Work Group of the Sustainable Building Technology Committee of the International Codes Council for the development of the International Green Construction Code and served on 2010 and 2011 Hearing Committees for the Green Code. He is on the Board of Directors of the Green Builder Coalition. Richard is certified as a Project Management Professional and as a Housing Development Finance Professional by the National Development Council.
