How is the building envelope for various types of buildings optimized for these two different climates and building cultures?

There is an interesting paradox about the effectiveness of utilizing various envelope strategies for different building types. Large commercial and institutional, internally load-dominated buildings have recently received the most attention from designers about their energy-efficiency, while envelope-dominated buildings have not enjoyed the same consideration. Clearly there are understandable economic forces at play that have contributed to this, but perhaps the greatest impact in terms of effective energy use might be accomplished by refocusing on the second type.
