How do buildings in Munich & Austin effectively reduce their energy usage?

To minimize energy usage, each climate and specific site demands a unique architectural response. Numerous architects and organizations such as the AIA have suggested general strategies for appropriate building massing, orientation, the percentage of glazing, the proper length of overhangs or fins, and the amount of insulation, etc. How have these general principles been used in Munich and Austin and which strategies have proven to be the most effective? What strategies are missing from these guidelines?
